post per day limit, total ban limit, and thread per week limit

I had this weird, yet very much needed limit for certain users (like I and clinton) like for bans, posts and threads (telling from the title of the thread). For the ban limit, say if you banned like five times, it will give an admin the choice to permanently ban them. if not, then at anytime you can turn on the indication. Actually I just realized that's a bad idea. Ok, so for the thread limit you're only allowed 1 thread per week (in each subforum), to assure that you don't spam them. For the post thing, it will only be set for users that spam alot. This includes me, and possibly only me.
