What would you do if your friend stood on you?

So I have this friend. I've been friends with him since middle school, he's literally probably my oldest friend (other than you fuckers.)

We hang out once or twice a week, and he's ok to hang out with. But a lot of time, and especially lately, he tells me were going to hang out tonight or something, and then just stands on me. Like it would be one thing if he couldn't hang out, told me, and then I would go find something else to do, but he just stands on me instead.

What do you guys think? I'm really leaning towards cutting this person off and never hanging out with them again just based on this sketchiness. He's always been like this but lately it's gotten worse. I don't have that many friends here so I am sort of dependent on anyone I can get, but I'm starting to feel like this guy is just a big waste of my time and kind of a loser.
