I don't want to start a debate, but how fucking hard is it to tell someone to lay face down on the ground?

And as the quarry, you failed to outrun the cops. You lost––how fucking hard is it to drop to your knees and get to the ground?

I don't mean to sound disrespectful because a man who is dead now, but I find it hard to watch this and not shout at the screen for how stupid everyone seems to be.

I'm sure there is a lot that can be inferred incorrectly from one angle and no sound, but surely telling someone to get on the ground would be most logical way to de-escalate the situation?
