1. He had a firework on his back, so he got a lot of force, and was OUTSIDE up in the AIR where there is WINDS as opposed to indoors where fuck you.

2. When he first arrived he does act like nothing is wrong with being alive when the toys start panicking that Andy is coming but Woody straightens him out.

Yeah, the rocket got him up into the sky but he definitely flies once the rocket is detached. The weight of a Buzz Lightyear holding a Woody can't go into a nose dive and then swoop up just because of wind, unless there was a tornado going on. Anyway, then he somehow catches up with the car, slows down and drops into the sun roof. That's flying. Not falling with style, or falling with wind.

I mean, I've never cared about this as a plot hole or anything. It doesn't ruin the movie for me. I've just always wondered what it's meant to be. Is he supposed to be flying for real or what?

he's obviously not supposed to be flying for real, and that's not implied. He's just gliding but getting well into it as he's got his self confidence back after all the "you're just a toy, you cant fly" shit earlier
