I would hope this is for repeat offenders and at a certain age.

I watched a Q&A talk show about this very topic. Child abuse can be a sexual thing, but it's also largely a psychological thing.
It's not about fucking kids, it's the morbid satisfaction they get by dominating and abusing a lesser being. This can be achieved without using their sexual organs, and it wont prevent them from reoffending.
