I can't run modern versions of blender, but you can downgrade if you have the steam version. I used v3.6 and it works perfectly.

tbh you don't need blender to model for 3dmm mod you just only need misfit model 3d or other simple program that support md2 file and you good to go

mm3d is really not needed, aside from doing mixamo stuff where it's good to fine-tune the frame count due to the output from the old/broken md2 blender plugin. I haven't modelled anything in mm3d in years, blender is a terrific program.
