Just as speculation, if this was Teulan, then he could come in at any time saying, "Oh I'm not Teulan, I was just kidding," when he regrets his decision to tell the community; everyone would buy it and he could continue on just like before. I never really talked to either of the people, so I have no way of knowing if it's a joke, apart from what I've read.

I didn't think the game was anything special, in fact I was rather disappointed with how linear it was. It was the concept art and general idea that I became somewhat obsessed with.
