Not sure where it's from, but it reminds me a lot of the infamous Spawn cell, where Billy Kincaid is strung up by chains, naked, and run through with posicle sticks and ice cream scoops, and a note on his chest says:

"He made boys scream,
And girls scream,
So I made him scream,
and scream...
and scream..."

Billy Kincaid was an ice cream truck driver who raped little children.

..y... yeah.

It's a nice drawing. Simple, average, and nice. Hands are a little off, and yeah there is something up with his crotch, specifically his belt. And his crest/badge is a little too defined, and I think on the wrong side? Crests and badges are usually on the left side.
