Easiest way to edit tilesheet for actor color edits?

I'm working on a mod to an actor "Wanda" from their colors to another

Plop recommended me PAINT.NET but I'm struggling to see how you can do this and keep in the lines. I saw GIMP has a mask function? I also looked up that 3DMM Pencil can do the same thing but it's far more tedious and time consuming.

What is the easiest way to change colors for an actors costumes?

Also i'm struggling to read what parts go on a tilesheet. The body and torso are easy enough, but I need to see where the head arms and leads are. I checked tutorial sticky but I didn't see a specific tutorial about editing tilesheets

Paint.NET is simple. Selecting an area of the tilesheet will only confine changes and brush strokes to that area, so for example filling in a colour will only be confined to the selection region. Things like saturation or other effects will also be confined to the selection region.
